Colonias Program

The Texas Legislature established the Colonias Program in 1991, asking Texas A&M’s School of Architecture to oversee it. Colonias are low-income settlements with dirt roads and limited or no access to water, sewer, energy and transportation services. The program builds capacity to enhance the quality of life, place (where they live) and human endeavor (the social environment) in six areas:

  • Health and human services
  • Education and workforce development
  • Economic development
  • Community planning and design
  • Critical civil infrastructure systems
  • Housing and critical community facilities
